06/27/2012: Do you own less than 5 intact bitches? • If so, you may be exempted, but ONLY if every animal you sell is whelped and raised by you in your home or facility. If you have 5 or more intact bitches, does every single person who buys from you come to your home or facility? In other words, you do not ship or have another person deliver or meet halfway on any sale of any of your animals. • If even a single animal is shipped or sold off premises sight unseen, you would have to become USDA licensed and subject to inspections.
